Here you go.. hope it's of use:

If you are using windows XP this will work:   Save the files somewhere (like your desktop).   Right click on the first file, select edit – this should load paint.   From the top, select Image > Stretch/Skew. This will open the resize menu.   Now this is where it gets a little tricky – without any cool handy software we can only do it by percentage. We are aiming for about 200x200 pixels (dots) so you need to guess a bit. The ones you sent me are 1600x1200 so we are looking for about 8%. Click OK. Tada. To save it, go File> Save As (to save it as a new file). Give it a name & save it somewhere you’ll be able to find it.

or... if you've got MS Office, right click on the picture, select "Open With" choose "Microsoft Office Picture Manager", once open select the "Edit Pictures" tab at the top menu bar and then "Resize", there are default options that give the pixel size so you can choose the nearest to what you want and click OK.

then simply safe the file be beware not to save it over the original, click "Save As" under the file menu and change the name of the picture, or save it with the same name to an other folder.
